基于安全韧性理念的高校应急管理模型与对策

Universities’ Emergency Management Model and Countermeasures Based on the Concept of Safety and Resilience

随着高等教育普及率的提高,高校突发事件应急管理的脆弱性不断暴露,提高高校应急管理能力迫在眉睫。此研究将安全韧性管理理论与高校突发事件的应急管理紧密结合,依据突发事件链理论,构建了以高校突发事件、高校承灾体与安全韧性管理理论为三要素的高校应急韧性管理模型。韧性管理概念下的高校应急管理突破常规,为高校防灾减灾提供新思路。

With the increase of the popularization rate of higher education,the vulnerability of emergency management in universities is constantly exposed,so it is urgent to improve the emergency management in universities.This study closely combined the safety and resilience management theory with the emergency management of universities,and based on the emergency chain theory,constructed a college emergency resilience management model with the three elements of college emergency,college disaster-bearing body and safety resilience management theory.The emergency management of universities under the concept of resilience management breaks through the routine and provides new ideas for disaster prevention and mitigation in universities.
