省域经济高质量目标下创新能力提升路径研究——以福建为例

Research on the Path of Innovation Capability Improvement under the Goal of High Quality of Provincial Economy——A Case Study of Fujian Province

创新为技术和实践活动中的经济、社会、生态提供新理论、新方法和发明思路,是推动经济高质量发展的根本力量。本文选取福建省为区域创新能力的研究对象,应用动态数列法、对比研究法和层级分析法,探索省域科研成果、创新指数、研发成本和平台等创新要素的效用,分析福建省创新能力存在基础研究不足、研发成本粘性高、创新效率下滑和平台共享功能未有效发挥等瓶颈,提出补齐基础研究短板、强化研发成本控制、优化创新资源配置、推进共享平台建设等带动区域创新能力进步的相关建议。

Innovation is a new theoretical method and inventive idea that provides value for economy,society and ecology in technological and practical activities,and it is the fundamental force to promote high-quality economic development.Take Fujian Province as the research object of regional innovation ability,applies dynamic sequence method,comparative study method and hierarchical analysis method to analyze the effectiveness of innovation factors such as provincial scientific research achievements,indexes,costs and platforms.The result shows that there is insufficient basic research,high stickiness of R&D costs and innovation efficiency in the development of innovation ability in Fujian Province.The bottlenecks are that smoothing and platform sharing are not effectively brought into play.Here to suggest that making up for the shortcomings of basic research,strengthening the cost control of R&D,optimizing the allocation of innovative resources,and promoting platform construction,so as to promote the progress of regional innovation capability.
