摘要
建立城乡统一的建设用地市场是党的十八届三中全会提出的重大改革目标。在简述我国集体建设用地管理现状和存在问题的基础上,总结分析各地在实践探索中形成的间接入市、直接入市、混合入市三种模式的主要特征及其收益分配情况,进而从同等入市、同步规划、同地同利、同权同价等方面,对建立城乡统一的建设用地市场提出政策建议。
The establishment of a unified urban and rural construction land market is a major reform target proposed by the Third Plenary Session of 18th CPC Central Committee.On the basis of a brief description of the current situation and existing problems in the management of collective construction land in China,this paper summarizes and analyzes the main characteristics and income distribution of the three models of indirect market entry,direct market entry and mixed market entry,which have been formed in practice and exploration in various places.On this basis,puts forward some policy suggestions on the establishment of a unified construction land market in urban and rural areas from the aspects of equal access to the market,simultaneous planning,the same land and same benefit,the same rights and same price.
