经济社会高质量发展是现代化建设的题中之义,是中国特色社会主义的基本要求。科技创新在经济社会高质量发展过程中发挥着至关重要的作用,是构建现代化经济体系的现实需求,是加快发展方式转变的内在诉求,是推动发展格局优化的客观需要,是促进共同富裕实现的本质要求。当前,科技创新赋能经济社会高质量发展面临着科技创新投入与产出失衡、核心技术自主创新能力不足、科技创新领军型人才短缺、科技创新管理激励机制不完善等现实问题,制约科学技术的长远发展,影响经济社会高质量发展的实现。为此,应推动科技创新的投入与产出改革,加大关键核心科技创新攻关力度,加强领军型科技人才的选拔培养,完善科技创新管理激励机制,从而不断推动科学创新,促进经济社会健康可持续发展。

The high-quality economic and social development is the central representation of the construction of modernization,and a basic requirement of socialism with Chinese characteristics.As a crucial part of the high-quality economic and social development,technological innovation is a realistic demand in the construction of modernized economic system,an inherent appeal in the accelerated transformation of development mode,an objective need in the optimization of development pattern,and an essential requirement in the realization of common prosperity.At present,there is a series of realistic problems of technological innovation empowering high-quality economic and social development,such as unbalanced input and output,inadequate capability of independent innovation in core technology,shortage of top innovation talent,and outdated management and incentive mechanism of technological innovation.Those issues severely hinder the long-term development of science and technology,and impede the high-quality development of economy and society.Therefore,it is necessary to promote the input and output reform of scientific and technological innovation,strengthen efforts in core technological innovation projects,strengthen the selection and training of leading scientific and technological talents,and improve management and incentive mechanism of technological innovation,thus continuously drive scientific innovation and promote the sustainable development of economy and society.
