High-Quality Coordinated Development of Real Economy and Human Resources: Mechanism,Performance and Path

推动实体经济与人力资源高质量协同发展是建设现代化经济体系、构建双循环新发展格局的内在要求。实体经济高质量发展牵引人力资源高质量供给,人力资源高质量供给引领实体经济高质量发展,二者协同发展的基本作用机制在于劳动力与就业岗位的有机对接和产品服务与消费需求的有机对接。运用耦合系统分析模型,对五省市实体经济与人力资源高质量协同发展的绩效进行定量评价的结果显示,上海处于良好协调状态,江苏处于初级协调状态,浙江处于初级协调状态,山东处于勉强协调状态,广东处于勉强协调状态。为此,必须紧扣高质量协同发展的内在规律和客观要求,不断创新实体经济发展模式和人力资源开发模式。

Promoting the high-quality coordinated development of real economy and human resources is the inherent requirement of building a modern economic system and a new development pattern of double circulation.The high-quality development of the real economy in the dual circulation pattern leads to the high-quality supply of human resources,and the high-quality supply of human resources leads the high-quality development of the real economy.The basic mechanism of their coordinated development lies in the organic docking of labor force and employment posts,and the organic docking of products&services and consumer demand.This paper uses the coupling system analysis model to quantitatively evaluate the performance of high-quality coordinated development of real economy and human resources in 5 provinces and cities.The results show that,Shanghai is in good coordination,Jiangsu is in primary coordination,Zhejiang is in primary coordination,Shandong is in barely coordination,Guangdong is in barely coordination.Therefore,it is necessary to keep up with the inherent law and objective requirements of high-quality coordinated development,and constantly innovate the development mode of real economy and human resources.
