资源依赖影响资源型城市贫困减缓的机理与实证——基于产业特征视角

The Mechanism and Empirical Study on the Impact of Resource Dependence on Poverty Reduction in Resource-based Cities——Based on the Perspective of Industrial Characteristics

资源依赖是否会影响到减贫效果?本文从资源型经济的产业结构特征视角出发,分析了资源依赖影响减贫的作用机制。通过构建包含交叉项的结构式模型,利用近十三年107个地级市资源型城市的面板数据进行实证,结果表明,资源依赖对减贫产生了显著负面影响,主要通过阻碍产业多样化、促进产业国有化和降低产业劳动密集度三个路径实现,城市倾向化的地方政府财政行为显著不利于减贫,而扩大对外开放则有助于缓解地区贫困。因此,资源型城市需警惕资源输出红利式增长在民生改善方面的弱质性表现。上述结论也为资源型城市产业转型具体方向的确定提供了实证支持,进一步优化财政支出结构,加大涉农领域投入,提高城市开放度,都有助于减贫效果的提升。

Will resource-based economic development affect the poverty reduction effect of economic growth?This paper analyzes the mechanism of resource dependence affecting poverty reduction from the perspective of industrial structure characteristics.With the panel data of 107 resource-based cities at the prefecture level in recent 13 years,this paper constructs a structural model with cross-terms and shows that resource dependence has a significant negative impact on poverty reduction,which is mainly realized through three ways:hinding industrial diversification,promoting industrial nationalization and reducing industrial labor intensity.The urban-oriented local government behavior is not conducive to poverty reduction,while openness helps alleviate regional poverty.Further research also shows that the more obvious the characteristics of urban resource dependence,the stronger the effect of resource dependence on poverty reduction.Therefore,resource-based cities,especially resource dependent cities,need to be alert to the weak performance of the growth depending on resource output in improving people’s livelihood.The above conclusions also provide empirical support for the specific direction of industrial transformation of resource-based cities.Optimizing the structure of financial expenditure,increasing investment in agriculture related fields,and improving the openness of cities,are all helpful to the improvement of poverty reduction.
