惠州市产业集聚对生态环境影响评价研究

Impact of Industrial Agglomeration on Ecological Environment in Huizhou

通过对惠州市2004-2018年度产业集聚和生态环境数据分析、现状调研,采用区位熵法、变异系数法,并进行线性加权构建产业集聚和生态环境回归曲线拟合模型研究两者之间的影响关系。结果表明:惠州市的产业集聚和生态环境综合发展总体处于较高水平,且呈波动性逐渐上升趋势;产业集聚和生态环境之间存在较强相关性,且两者拟合遵循"倒U"型特征,这表明产业集聚和生态环境两者之间的典型"倒U"型特征在惠州市得到较好印证。因此,惠州市在着力构建"2+1"产业集群的同时,应加强对环境保护政策的响应程度,避免陷入"先污染、再治理"集聚困境,实现产业集聚和生态环境可持续高质量协调发展。

Based on the data analysis and current situation survey of industrial agglomeration and ecological environment in Huizhou from 2004 to 2018,this paper adopts the location entropy method and coefficient of variation method,and builds a linear weighting model to study the relationship between them.The results show that the industrial agglomeration and the comprehensive development of ecological environment in Huizhou are at a high level holistically,and the fluctuation is rising gradually.There is a strong correlation between industrial agglomeration and ecological environment,and their fitting follows the"inverted U-shaped"characteristic,which indicates that the typical"inverted U-shaped"characteristic of industrial agglomeration and ecological environment has been well verified in Huizhou.Therefore,Huizhou should strengthen its response to environmental protection policies while striving to build a"2+1"industrial cluster so as to avoid the dilemma of"pollution first,solutions later"agglomeration and realize the coordinated development of industrial agglomeration and ecological environment with high quality.
