ICU护士重大传染病疫情应急能力评价指标体系的构建

Construction of ICU nurses’ emergency response capability evaluation index system for major infectious diseases

目的构建我国ICU护士应对重大传染病疫情的应急能力评价指标体系。方法以突发事件预防(prevention)、准备(preparation)、爆发期反应(response)和爆发后恢复(recovery)(PPRR)风险管理模型为依据、国际护士会全球护士灾害护理能力框架(2019)为参考,通过文献查阅、课题组讨论、半结构访谈方法初步形成评价指标体系;通过2轮Delphi法对27名专家进行函询,筛选评价指标体系;运用层次分析法确定指标权重,形成ICU护士重大传染病疫情应急能力评价指标体系。结果2轮函询的专家积极系数分别为100%和85.2%,专家权威系数分别为0.881和0.883,2轮函询后的二、三级指标肯德尔和谐系数分别为0.289、0.249和0.689、0.367。形成的ICU护士重大传染病疫情应急能力评价指标体系共包括4个一级指标、12个二级指标、51个三级指标。结论本研究形成的ICU护士重大传染病疫情应急能力评价指标体系可从预防、准备、应对、恢复/康复4个阶段进行相关应急能力评价。

Objective To construct the evaluation system of emergency response ability of ICU nurses against the outbreak of major infectious diseases in China.Methods Based on the risk management models of prevention,preparation,response and recovery(PPRR),referring to the New ICN Guidance aiming to improve nurses’disaster preparedness,response and recovery(2019),the indicators of evaluation system were formed by reviewing literature,group discussing and semi-structured interview.Two-round Delphi method was used to consult 27 experts by letters to select evaluation index.Index weight was established by analytic hierarchy process,then evaluation index system of emergency response ability of ICU nurses against the outbreak of major infectious diseases emergencies was formed.Results The positive coefficient of the experts in the two rounds were 100%and 85.2%respectively,and the level of expert authority was 0.881 and 0.883.After the two rounds of consultation,the Kendall’s W coefficients of the second and the third-level indexes were 0.289,0.249 and 0.689,0.367,respectively.The evaluation system of emergency response competencies of ICU nurses for the outbreak of major infectious diseases consisted of 4 firstlevel indexes,12 second-level indexes and 51 third-level indexes.Conclusion The ICU evaluation index system of nurses’emergency response ability against sudden major infectious diseases could be used to assess ICU nurses’emergency ability from four stages including prevention,preparedness,response,and recovery/rehabilitation.
