摘要
长三角区域高等教育一体化既是区域一体化发展战略的组成部分,也是高等教育自身更高质量发展的内生诉求。其先后经历了萌芽、全面推进和逐步展开、快速发展、更高质量一体化发展四个阶段,动力源自国家政治领导力、区域经济一体化驱动力、区域社会网络及文化聚合力、国际成功实践带动力和区域高等教育系统内生变革动力。现阶段应树立并强化长三角区域高等教育功能主体区理念,创新发展机制,以"一极三区一高地"为目标,遵循"自上而下"和"自下而上"的双向协同路径,持续推动一体化发展进程。
Higher education integration in the Yangtze River Delta is part of the regional integrated development strategy,as well as an endogenous appeal for high-quality higher education.It has experienced four stages:germination,comprehensive promotion and gradual expansion,rapid development,and high-quality integrated development.Its integration power comes from political leadership,regional economic integration,social network and cultural cohesive,international successful practice and endogenous reform of higher education system.In the new stage,the Yangtze River Delta should establish and strengthen the concept of the main functional area of higher education and innovate the development mechanism,take"one pole,three areas and one highland"as the goal,and take the two-way collaboration path of"top-down"and"bottom-up",so as to promote the development of regional higher education integration.
