地方高校涉外法治人才培养的目标定位与实现机制——基于我国自贸试验区建设的人才需求分析

The Target Orientation and Realization Mechanism of Cultivating Foreign-related Legal Talents in Local Colleges and Universities——Analysis of Talent Demand Based on the Construction of my Country’s Pilot Free Trade Zone

当下中国自贸试验区差别化、特色化的实践与理论探索,不仅是构成我国深化改革和扩大开放的重要标志,而且对涉外法治人才提出了各具区域特色的全新需求。基于以5所地方高校为样本,以培养目标、课程设置、师资队伍为要素的比较分析,地方高校涉外法治人才培养的实然供给与应然需求之间存在较大错位。地方高校仍需在找准自身定位与现实需求的基础上,把握法学高等教育供求矛盾的经济逻辑、人文逻辑、法治逻辑,加快地方高校涉外法治人才培养供给侧结构性改革,创新政府、高校以及其他社会主体互联共通的人才培养供给模式,在总体谋划涉外法治工作战略布局中展现地方高校新作为。

The differentiated and characteristic practice and theoretical exploration of the current China Pilot Free Trade Zone,not only constitutes an important symbol of my country’s deepening reform and opening up,moreover,new demands with regional characteristics have been put forward for foreign-related legal talents.Based on a sample of 5 local colleges and universities,a comparative analysis of training objectives,curriculum,and teaching staff as elements,there is a big misalignment between the actual supply and the expected demand for the training of foreign-related legal talents in local universities.Local colleges and universities still need to determine their own positioning and actual needs,grasp the economic logic,humanistic logic,and rule of law logic of the contradiction between the supply and demand of legal higher education,speed up the supply-side structural reform of the training of foreign-related legal talents in local colleges and universities,innovate the inter-connected talent training and supply model of the government,universities and other social entities,in the overall planning of the strategic layout of foreign-related legal work,the new achievements of local colleges and universities are shown.
