生物安全是国家安全的重要组成部分,新冠疫情的发生更突显了其紧迫性。通过定义、典型事故、政策法规、公众教育和国际合作5个方面,比较生物安全与核安全的发展进程,得出生物安全建设需要加强的四项内容,具体是:建立生物安全文化第一的理念,安全为民,国际合作,不断面向广大群众开展生物安全教育;建立法规标准体系,从严执法,构建严密的国家安全体系;打破小团体,开展密切的科研合作,开发安全可靠生物新技术;强化生物安全保密意识、伦理道德和专业技能培训,完善工作程序、制度和监督考核体系,完善软硬件设施。

Biosafety is an important part of national security,and the outbreak of COVID-19 pneumonia highlights its urgency.Through 5 aspects such as definition,typical accident,policy and regulation,public education and international cooperation,this paper makes a comparison on the development process of biosafety and nuclear security,deriving four contents of biosafety construction need to be strengthened,the specific of which is as follows:To establish the concept with biosafety culture coming first,of security for the people,international cooperation,and constantly open up biosafety education to the masses;to set up a legal standard system,enforce laws strictly and build a tight national security system;to breakgroupuscule,carry out close cooperation in scientific research,and develop safe and reliable new biological technology;to strengthen biosafety confidentiality awareness,ethics and professional skills training,perfect work procedures,systems,supervision and assessment systems,and improve hardware and software facilities.
