常态化治理视角下扫黑除恶专项斗争的检视与完善

Inspection and Improvement of Crackdown on Gang Crimes from the Perspective of Normalization

2021年5月,中央对扫黑除恶专项斗争作出部署,扫黑除恶工作进入常态化开展阶段。常态化开展意味着要更注重工作开展的常态、长效,在手段上,要更加注重教育与惩戒的结合,在坚持罪责相适应的基础上,尽量通过教育的方式来挽救涉案人员,修补受损的社会关系,实现社会的和谐发展。通过为期三年的专项斗争,有效打击了黑恶势力,提升了治安管理水平。在常态化开展阶段,也要积极吸取专项斗争期间的相关经验以及部分单位在落实上存在的一些不足,通过准确把握入罪的标准,完善涉黑涉恶案件的办理机制,保障律师辩护权的行使,完善非法证据排除制度等,做到不凑数、不放过,确保扫黑除恶专项斗争的常态、长效。

In May 2021,the CPC Central Committee announced that the work of Crackdown on Gang Crimes has entered normalization stage.Normalization means to pay more attention to normalization and long-term effect.More attention should be paid to the combination of education and punishment.Keep the crime and punishment to adapt,at the same time through the way of education to save the people involved,repair the damaged social relations,to achieve the harmonious development of society.In the past three years,We have effectively cracked down on gang crimes and improved public security level.In the normalization stage,previous experience and deficiencies should be learned.By strictly abiding the standards of conviction,improve the mechanism,enhance the protection of lawyers’effective exercise of the right to defense and improve the exclusion of illegal evidence,we can achieve accuracy and ensure the normality and long-term effect.
