Internalization of Higher Education in a Changing World:Challenges and Countermeasures

在全球新冠肺炎疫情之下,"百年未有之大变局"加速演进,逆全球化潮流涌动,大国战略博弈全面加剧,高等教育国际化发展面临重大挑战。国际留学规模增长势头下挫,留学市场转为"买方市场";留学格局发生变化,亚洲国家与地区吸引力上升,区域内流动增强;线上教学快速发展,在线教育治理缺位;国际科研合作与学术交流受阻;跨境办学面临新的风险。新形势下,我国需调整高等教育国际化战略布局,加强区域教育合作;发展"在线国际化",完善在线教育治理体系;推动"在地国际化",扩展国际化人才培养途径;融入"双循环"发展格局,加快和扩大教育对外开放。

The world is undergoing changes unseen in a century.The global outbreak of COVID-19 has accelerated the evolution of the changes.The rise of de-globalization and the escalating competition between big countries has brought great challenges to the internationalization of higher education.The growth momentum of international student scale has declined and studying abroad has turned into a“buyer’s market”.The pattern of studying abroad is beginning to change.Asian countries are becoming new popular destinations for studying abroad.Intra-regional academic motilities are increasing.Online teaching is expanding rapidly yet online education governance is absent.International research cooperation and academic exchanges are meeting with increasing obstruction.Cross border education is facing new risks.In response to these situations,China needs to adjust the international cooperation strategy in higher education and focus on regional education cooperation;develop“online internationalization”and improve online education governance;promote“internationalization at home”and expand ways of cultivating local students to participate in the international competition;follow the“dual circulation”development pattern,speed up and further open education to the outside world.
