从治国基本方略到推进"四个全面"实现的重要保障,依法治国已经成为社会主义法治国家建设的基本渠道,全面推进依法治国也成为中国特色社会主义的本质要求和重要保障。依规治党经历了近年来的演变和发展,立足于党内法规体系的构建,同时也成为全面从严治党的重要要求与行动体现。全面从严治党对依法治国与依规治党提出的新要求在于,政治方面要求全面强化政治建设,组织方面要求深入强化组织统筹,全面从严治党责任被重点强调。在全面从严治党背景下实现依法治国与依规治党的交融,可以体现在实现政治系统与法治系统边界的良性交融,进一步完善党内法规的备案审查和清理机制,重点关注党规与国法衔接协调的配套领域,通过评估倒逼党内立规和执规水平的提升,这也是最终实现两者有机统一的制度路径。
