区域产业援助政策:理论构建和中国取向

Regional Industrial Assistance Policy:Theoretical Construction and China Orientation

为了解决区域非均衡发展留下的弊端,自20世纪20年代开始,各国陆续制定实施区域援助政策,以期通过优化产业结构等方式增强地区发展的内生动力,推动区域经济的协调发展,实现社会公平的价值目标。本文首先从市场失灵、自然资源禀赋差异和区域分工理论三个角度,为实现社会公平而制定实施的区域产业援助政策提供理论支撑;其次,从欧美区域产业援助政策的实例以及实证研究和中国区域产业援助政策的研究现状的综述出发,总结认为要想实现社会公平的价值目标,中央或地方政府在制定实施区域产业援助政策时,应当因地制宜,精准施策;还应让政策评价贯穿政策制定实施的始终,保证政策实施绩效,提升政策的科学性。

In order to solve the disadvantages left by the unbalanced development of the region,since the 1920s,countries have successively formulated and implemented regional assistance policies,hoping to enhance the endogenous power of regional development by optimizing the industrial structure and other ways,promote the coordinated development of the regional economy and realize the value goal of social equity.First,this article provides theoretical support for the formulation and implementation of regional industrial assistance policies to realize the goal of social equity from the three perspectives of market failures,natural resource endowment differences,and regional division of labor theory;Secondly,based on the examples and the empirical research of European and American regional industrial assistance policies as well as the research status of China's regional industrial aid policy,it is concluded that in order to achieve the value goal of social equity,the central or local governments should tailor measures to local conditions and implement precise policies,when formulating and implementing regional industrial assistance policies;they should also allow policy evaluation to run through policy formulation and imple-mentation to ensure the performance of policy implementation and improve the scientific nature of the policy.
