关于海洋自然资源调查监测体系构建的思考

Reflections on the construction of marine natural resources survey and monitoring system

海洋自然资源是国民经济和社会发展的重要保障,海洋自然资源调查监测是海洋强国建设的必要基础。该文在对我国海洋自然资源调查监测工作背景分析基础上,回顾了我国近现代海洋与海岸带综合调查史,系统梳理了我国海洋调查发展历程,依据生态文明体制改革精神,结合自然资源改革方向和趋势,深入剖析了当前面临的关键问题与制约因素。基于以上研究,该文提出了关于我国海洋自然资源调查监测体系构建的对策建议。

Marine natural resource is an important guarantee for national economic and social development,and the surveying and monitoring of marine natural resources is a necessary foundation for the construction of a strong marine state.Based on the analysis of the background of Chinese marine natural resources surveying and monitoring work,the history of Chinese modern comprehensive marine and coastal zone survey were reviewed and the development of China’s marine survey were sorted out systematically in this paper.At the same time,based on the spirit of the ecological civilization system reform,the key issues and constraints currently faced were analyzed in depth,taking into account the direction and trend of natural resources reform.Based on the above research,countermeasures and suggestions were put forward for the construction of China’s marine natural resources investigation and monitoring system.
