高校网格化管理的实践探索——以疫情防控网格管理为例

A Practice of the Grid System for the Administration in Universities and Colleges——Taking the Grid System for the Prevention and Control of the Epidemic as an Example

网格化管理在实践中具有高效化、精细化的管理优势,是我国公共管理领域的一大创新实践,在新冠肺炎疫情防控中表现了突出的成效。河南省高校在疫情防控中普遍采用校园网格化管理,把广大师生都纳入网格之中,按照"纵向深入,横向协同"的网格化管理模式,对学生进行日常管理。这种管理模式对阻击疫情进入校园起到了良好的作用,但是其"刚性有余,而柔性不足"的管理手段形成重管理轻服务的现状。高校疫情防控网格化管理旨在通过优化网格治理体系,构建具有韧性的网格管理模式,促进网格管理价值提升,为高校疫情防控提供有益的实践探索。

The grid system has the advantage of being efficient and elaborate in the administration,and it is an innovation in our public administration and has achieved high efficiency in the prevention and control of the novel coronavirus epidemic.The universities and colleges in Henan province have generally adopted the grid system on campus,including all teaching staff and students in the system.And the students have been offered the day-to-day supervision in the mode of vertically being in charge of the dormitory buildings all the way down to the dormitories and horizontally making the different sections cooperate closely.The mode of administration has had very apparent effect on the epidemic prevention from spreading on campus.However,some measures are a little tough and not flexible,which makes us attach importance to the administration and neglect the service.The prevention and control of the novel coronavirus via the grid aims to build a flexible grid system,raise its value and carry out an exploration for the sake of the prevention and control of the novel coronavirus epidemic.
