摘要
发达国家普遍重视耕地的生态产品价值,走过了由政府主导向政府与市场并重的生态产品价值实现道路。本文梳理了国外耕地生态产品价值实现的成功经验,总结了国外生态产品价值实现的方式、机制及成效,以问题为导向,提出了完善我国耕地生态产品价值实现机制、促进耕地"三位一体"保护的政策建议。
Developed countries generally attach importance to the value of ecological products of cultivated land,and have gone through the path of realizing the value of ecological products from government leading to both government and market.This paper reviewed the successful experience of realizing the value of cultivated land ecological products in foreign countries,and summarized the way,mechanism and effect of realizing the value of ecological products.Guided by the problems,the paper puts forward the realization mechanism of perfecting the value of cultivated land ecological products in China and policy suggestions on promoting the"Trinity"protection of cultivated land.
