贺州市中心城区城镇开发边界空间管控研究

Governance of Space Within Urban Development Boundary,Hezhou

新时期,城镇空间治理进一步向高质量发展迈进,城镇开发边界成为实现国土空间高水平治理的核心管理工具。文章基于城镇开发边界内部划定的城镇集中建设区、城镇弹性发展区、特别用途区“三区”的内涵分析,从空间治理视角进一步思考城镇开发边界内部“三区”的管控思路,并以贺州市中心城区为例,提出了协同多元治理主体、建立规划动态调整机制、细化空间分类的管控思路,以期为城镇开发边界相关的管理工作提供参考。

Urban development boundary has become an important tool of high quality urban space governance in the new era.Based on an analysis of the connotation of the“three zones”of urban construction zone,elastic urban development zone,special use zone,the paper studies the governance of space within urban development boundary with Hezhou as an example.It proposes concepts of coordinating multiple stakeholders,establishing dynamic planning adjustment mechanism,specializing space categorization to provide a reference for urban development boundary management.
