北京市域(郊)铁路与城市空间廊道式协同发展策略研究

Corridor-form Synergistic Development Strategy of Beijing City(Suburban)Railway and Urban Space

我国的城镇化建设正在从均质蔓延式扩张向集约式簇轴发展转变,北京作为国内率先提出“减量发展”的城市,如何借由市域(郊)铁路建设带动沿线交通廊道地区发展成为重要议题。市域(郊)铁路在整合城市空间、推动沿线区域资源流通和产业分化等方面具有重要价值,将作为北京非首都功能疏解的重要抓手,成为未来北京市继续快速发展的保障。总结了国外大城市轨道交通廊道发展经验与客观规律;分析了北京市域(郊)铁路与城市空间协同发展方面存在的问题;立足非首都功能疏解、减量提质的发展要求,从制度设计、规划引导、创新举措等方面给出了基于市域(郊)铁路的城市空间廊道式协同发展建议,以解决北京市现阶段市域(郊)铁路发展的现实问题,并可为国内其他城市的市域(郊)铁路与城市空间协同发展提供借鉴。

The urbanization construction in China is changing from homogeneous spreading expansion to intensive cluster axis development.Beijing is the first city to propose′reduced development′in China,and it becomes an important issue to drive the development of areas along transport corridors through the construction of city(suburban)railway.The city(suburban)railway is of great value for integrating urban space,promoting regional resource circulation and industrial differentiation along the line,and it will serve as an important starting point for the non-capital function relief of Beijing and become a guarantee for continuing the rapid development of Beijing in the future.The experience and objective laws of corridor-form development in large cities abroad are summarized,and problems in the synergistic development of Beijing city(suburban)railway and urban space are analyzed.From the standing point of non-capital function relief and amount reduction quality improvement,and from aspects of system design,planning guidance,innovative measures,the suggestions on urban space corridor-form synergistic development based on city(suburban)railway is proposed to solve the practical problems in current Beijing city(suburban)railway development,providing a reference for the synergistic development of city(suburban)railway and urban space in other Chinese cities.
