Building a Green Financial System,Green Technology Innovation and Industrial Carbon Reduction

构建绿色金融体系的指导意见是引导经济可持续发展,向“碳达峰、碳中和”目标前进的重要金融政策。本文基于2016年颁布的《关于构建绿色金融体系的指导意见》,利用双重差分模型研究其与工业行业中污染密集型行业的碳减排之间的关系,同时探讨了两者之间的作用路径。实证结果表明:构建绿色金融体系的指导政策对污染密集型企业获取低成本资金有一定帮助,能够提高其研发投入,使得企业可以借助绿色创新技术进步,获得竞争优势,从而带动整个行业在一定程度上降碳增效。但由于我国绿色金融体系尚在发展初期,针对污染密集型企业降碳转型的金融产品还有很大进步空间,目前看来政策效果比较有限。

The guidance on building a green financial system is an important financial policy to guide the sustainable development of the economy and move towards the goal of“carbon peaking and carbon neutrality”.Theissued in 2016,this paper studies the relationship between it and carbon emission reduction of pollution-intensive industries in industrial industries by using the differential model,and explores the role path between them.The empirical results show that the guiding policy of building a green financial system is helpful for pollution-intensive enterprises to obtain lowcost funds,which can improve their R&D investment,enable enterprises to make progress in green innovation technology and gain competitive advantages,so drive the whole industry to reduce carbon and improve efficiency to a certain extent.However,because our green financial system is still in the early stage of development,there is still a great deal of room for progress in financial products aimed at pollution-intensive enterprises and the policy effect is relatively limited at present.
