摘要政策网络治理是政策网络理论与治理理论研究相结合形成的新的治理流派。与科层和市场相区别,政策网络治理有着不同的理论和模式,是公共治理的一种新框架和新模式,代表着治理主体、治理工具、治理结构、治理机制的深刻变迁。但政策网络也可能存在治理失灵的问题,成功治理的关键在于有效管理政策网络,选择运用各种策略,避免政策网络治理失灵,提高治理的效果和水平。 Policy network governance is a new school of governance research,which integrates the policy network theory and the governance theory.It differentiates with the bureaucracy and the market system and it has different theory and pattern,so it is a kind of public governance with new frame and new pattern,which manifests the deep variation in subjects,tools,structure,and mechanism of governance.But policy network also has the problem of governance failure,and the key of good governance is managing policy networ...
