为了使管理者能动地控制建设项目造价,提出对工程建设项目全寿命周期造价进行综合控制.从造价控制的源头——设计阶段入手,对工程建设项目的方案设计、招投标(合同签订)、项目实施、竣工结算及生产运营等过程进行全寿命周期造价控制.应用结果表明,该理论能科学、有效地降低建设项目的造价,提高建设项目的投资效益.

With the improvement of modern management and understanding of cost concept,it is becoming more and more urgent to initiatively control the total cost of a construction project.The concept of integrative control of engineering construction lifecycle cost is proposed.Starting with the design phrase(the headstream of cost control),the lifecycle cost of the whole process of a construction project,including project planning,bidding invitation and bid(contract subscription),project implementation,settlement and operations is controlled in an integrative manner.The application shows that the theory can be used to reduce the total cost of a construction project and the benefit of the investment on the project is increased.
