关于民委工作职能化问题的思考

作为一个职能部门,民委应该有自己的权力和责任。这是我们民族理论界在社会转型时期应该思考或者应该全力争取的事情。现在民族理论界正热烈讨论民委工作的职能化和社会化问题,给民委工作一个明确的定位是首先应该解决的问题。从生态移民工作中我们也可以了解民委发挥职能作用的现状。笔者以为,民委工作的职能化是民族工作社会化或政府权力社会化的一个必要前提。
