摘要
教育政策是公共权威部门有目的的在全社会范围内分配教育利益的活动,其基本内涵体现为:教育政策是各种相互冲突的教育利益的协调,是价值负载的,是政策"文本"和政策过程的统一。从这一内涵出发,可以建立教育政策分析的三维结构:价值分析主要回答教育政策的价值准则;内容分析主要回答教育政策的目标、手段和对象;过程分析则关注教育政策的从制定到执行、评价的所有形式化阶段。这一分析结构符合教育政策的研究特点,提供了教育政策分析的一个基本理论框架。
Educational policy,by definition,is the distribution of educational interests among the public conducted by the public authority.It is characterized by the following three:the coordination of the conflicted interests,value-laden and the combination of contents and process.Based on this definition,an analysis framework can be built in three dimensions.Value-analysis is mainly concerned with the value foundation of educational policy,content-analysis the goal,methods and object group, process-analysis the whole procedures of educational policy.This analysis structure provides a fundamental theoretical framework in the comprehension of educational policy analysis,and conforms to the research nature of educational policy.
