对人民警察执法与服务的思考

Pondering over the Law-enforcement and Service for the People by the Police

公安机关由于强调"打击犯罪"的执法专政职能,故其"管人者"的权威思想和做法较为严重,这种思想和做法已不适应建设社会主义法治国家的需要。为此,必须转变警察执法观念,强化警察服务职能,将警察执法由以工具论为主旨的"专政职能"还原为以人文主义为核心的服务职能。

Due to the reason that the peculiar function of 'cracking down crimes' is always emphasized by public security authorities, the idea and the practice of 'being in charge of other people' are rather popular among policemen,which is totally unsuitable for the development of a law-ruled socialistic country. Therefore, the notion for policemen to execute the law must be changed. Meanwhile, the service function of policemen must be reinforced, re-vivificating the service function, which is cored by humanism, from the 'functions of dictatorship', which is materialized by organum.
