山地经济发展缓慢并处于弱势地位 ,不完备的山地制度制约了山地经济发展。要建立健全山地制度 ,包括明晰山地产权制度、规范山地使用权流转制度和健全山地市场制度。推进制度变迁 ,并在此基础上转变山地生产方式和经营方式 ,加强山地资源综合开发 。

The economic development in hilly area in the minority areas is slowly moving .The imperfection hilly area institution restricts hilly country exploitation and development of hilly area economy. A sound hilly area institution should be established, which would include a clear institution of property rights, canonical institution of use flow to turn in hilly area and the sound hilly country market system so that it might push forward the institutional change. Reinforce the hilly country resources integrative exploitation and change the way of production and management based on the institutional change so that it may promote the hilly country economical development.
