行政权力与学术权力并存是高校组织系统权力结构的特有现象,而行政权力与学术权力有着本质的区别。对高等教育领域改革而言,消除行政权力泛化的弊端,建立学术权力的主导机制意义重大。

The coexistence of administrative power and academic power is a peculiar phenomenon in the power structure of university organization,for there is an essential distinction between the two powers. As far as the higher education reform is concerned, the article argues that it is significant to eliminate the malpractice of administrative power and establish a leading mechanism of academic power.
