新势下,高等学校要确立开放办学的发展理念,创新学校的功能定位和培养目标,立足科技、文化、经济发展前沿,锁定人才需求流向,深化教育教学改革,构建以人才培养为中心的教育体系、三维网络的管理体系和探究性教学模式,加快建设精品课程、窗口专业和特色学科,打造特色型高等教育。

Under the new situation, institutions of higher learning should adhere to an open policy and make innovations in their function and objective of academic training; they should produce talents to meet the needs of the latest development in science, technology, culture, and economy; they should deepen the reform of education to construct a system of education with the production of talents as its central task and a management system with a three dimensional network; they should push forward the reform in instruction to establish an exploratory teaching mode; they should also create specialty in higher education by promoting the construction of quality courses, “window” majors and specialty disciplines.
