Thinking about Questions on Retreating Plow and Returning Forestry in Long Southeast Area

陇东南是我省退耕还林的重点地区 ,通过三年的努力 ,退耕还林的试点工作取得了初步成效 ,同时也暴露出一些问题 ,如“三农”问题、政府行为、税制、农业产业化和农村城镇化以及人力资源开发等。

Long Southeast is important area for retreating plow and returning forestry in Gansu Province.It has made primary progress,but also exposed many questions such as farmers,agriculture and countryside,government actions,tax system,industrializing agriculture,townifying countryside,developing manual labour resources and so on. The author analyses these questions and puts forwards his solution.
