摘要
"中央工作组"是一战后德国社会出现的劳资合作机构。其产生的历史条件在于:19/20世纪之交的阶级合作思想大范围流播;战争期间帝国政府主导下的劳资合作实践;革命压力下劳资合作协议的迅速签订。中央工作组对复员军人的安排、8小时工作制、工资提高、保护失业者以及更广泛的经济领域施加了有利的影响。然而由于这种模式在劳资利益团体内部始终存在争议,又遭到政府的干预和抵制,而且也没有建立起劳资互信的基础,从而以失败告终。"中央工作组"的历史展现了魏玛时期劳资关系的变化,也为我们进一步反思魏玛失败与现代化进程中国家/社会关系提供了一种视角。
The central working group was the institution for collaboration in German industrial relations after the First World War.The historical preconditions for the institution were the following three factors: First,the ideas for the collaboration between different classes spread over the whole German society;Second,the practice of the collaboration appeared under the imperial government;Third,with the pressure from the revolution two sides signed the agreement for the collaboration.Then the central working group imposed a few favorable impacts,for example,the arrangement of the demobilized soldiers,8-hours-working-day,the rise of incomes,the protection of the jobless and the other economic fields.However,the group failed eventually because of the controversy over the institution inside the interest groups,of the intervention and the resistance from the government,and of the lack of the mutual trust between the two sides.The history of the central working group showed us the change of the industrial relations in the Weimar Germany and gave us the chance to reconsider over the reasons of the Weimar democracy and the state-society relationship in the modernization.
