经济结构调整在污染治理中的作用——基于中国1985—2009年的实证分析

The Role of Economic Structure in the Pollution Control-Empirical Study on Chinese Statistics in 1985—2009

经济结构及其调整是否有利于治污减排目标的实现,这是政策制定者非常关心的问题。本文通过中国1985—2009年的统计数据,分析经济结构及其调整与三类主要污染物排放之间的关系。研究发现,随着经济结构的改善和优化,污染物排放呈现逐渐下降的趋势,也就是说经济结构调整有助于污染治理。本文的研究为资源环境约束下经济结构调整的必要性进一步给出了经验证据。

It is policy makers who concerned about whether the economic structure and its adjustment contributes to pollution reduction targets.Based on the Chinese statistics from 1985 to 2009,the paper analyzes the relationship between economic structure with its adjustment and three main pollutant emissions.The study is found that,with the improvement and optimization of economic structure,pollutant emissions decreases gradually,which means that economic structure adjustment contributes to pollution control.The study also proposes further empirical evidence for the necessity of economic structural adjustment under the restriction of resource and environment.
