摘要
义务教育均衡化发展的理论基础是公共服务均等化与教育公平。关于义务教育均衡化的实践,南京市从政策制定、实施路径等方面进行了多层次的推展,也取得了一些实践成果。义务教育均衡化与包容性发展之间具有内在的实践契合性。以义务教育均衡化来践行包容性发展,必须在三个方面进行政策支持,即优质包容薄弱、城市包容农村、本土包容外来。
The balanced development of compulsory education is theoretically based on the public service equality and education fairness.This paper takes Nanjing as an example in which compulsory education has achieved balanced development mainly in terms of multi-aspects such as policy-making,approaches implementation and so on.Some practical achievements have been made.We find that it has an internal practical agreement between the balanced development of compulsory education and the idea of inclusive growth.Policy supports from three aspects such as high quality including weak quality,urban areas including rural areas,and native tolerating outside have to be provided to reach the goal.
