作为一种理论,科学发展观向实践的转化并不具有直接现实性,必须依赖与科学发展观相匹配的制度体系为其提供坚实有效的保障。实践以人为本的科学发展观的制度建构是一项系统工程,在当前应以人之生存与发展所面临的最为突出的问题与矛盾为切入点。在人与人的关系之维中,针对日益凸显的民生问题,着眼于人民群众基本生存与发展权的保障和实现,科学发展观的实践应强化公共服务的供给与加强公共服务制度的建构。

As a kind of theory,the transformation form theory into practice of the scientific outlook of development hasn't disintermediation and should go by the system of institutions which matches the scientific outlook of development and provides a solid and effective protection to it.The institutional construction to practice the scientific outlook of development which essence is putting people first is one systematic project.The starting entry point at the moment should be established by the outstanding problems and contradictions which the survival and development of people is confronted with.On the dimension of the relationship between people and people,the supply of public service and the institutional construction of public service must be strengthened,emphasizing on increasingly prominent problems of people's livelihood,focusing on protecting and realizing the rights of people's survival and development.
