我国普通高校基本建设预算内资金分配研究

Research on the Allocation of Budgetary Capital in Capital Construction of Public Universities in China

长期以来,我国普通高校基本建设(以下简称高校基建)预算内资金由教育行政主管部门调控分配,分配原则不确定,以定性为主,缺少定量方法,人情因素占较大比重。基于高校基建项目前期管理水平和预算内资金分配关系,构造了项目前期管理水平测度体系,将层次分析法和专家赋值法应用到基建项目前期管理水平测度中,建立项目前期管理水平测度模型,在项目前期管理水平分值的基础上建立预算内资金分配模型,提出预算内资金分配办法,供教育行政主管部门分配预算内资金时参考。

For a long time,the budgetary capital of capital construction in China's public universities is allocated by the education administrative department.This kind of allocation,often uncertain,qualitative and short of quantitative methods,is heavily controlled by human relations.Based on exploration of earlier-stage management of capital construction projects in public universities and the relations with the allocation of budgetary capital,this paper creates a novel measurement evaluation system of earlier-stage project management and obtains the related evaluation criteria.Then,it builds a measurement model of earlier-stage project management by applying the approaches of Analytic Hierarchy Process and Experts Indicators Weight.Finally,on the basis of earlier-stage project management level scores,the author builds a budgetary capital allocation model and purposes a new method to allocate budgetary capital of capital construction in public universities in China.These models and results may be refereed by the education administrative department when allocating capital.
