The Expansion and Leveraging Effect of the Village Autonomy in the "Project Entering the Village":Based on the Investigation in J Village of Zhejiang

本文通过对"项目进村"中村庄回应的观察与分析,旨在探讨面对具有规范性变迁和技术性治理特点的国家整合行为,村庄自主性何以可为与可能,成效如何,与哪些因素有关。案例显示,"项目进村"中的村庄自主性是村庄基于自身独立思考和发展意图,通过合作、关系和转换等策略,对项目实施借力的创造性回应过程。村庄禀赋、社会资本,特别是村级核心干部的社会资本与运作能力是影响村庄自主性及其功能发挥的关键因素。

By observing and analyzing the village response of 'project entering the village',this paper aimed to discuss the possibility,feasibility and influential factors of village autonomy facing the national conformity action with normative changes and technological governance.The case reveals that the village autonomy in the 'project entering the village' is a process of creative response that the village implements leverage to the projects by a series of strategies like cooperation,relation and transformation based on its independent thinking and development intentions.Village endowment,social capital,especially the social capital and operation capability of village core cadres are the key factors that influence the village autonomy and its functions.
