摘要
我国目前环境保护形势严峻,实现"历史性转变"不可能一蹴而就,需要不断探索新的理论、方法和实践。环境绩效管理作为一种新的管理模式,具有先进性,在政府环境管理领域的应用值得研究。本文首先阐述了政府环境绩效管理的相关概念,围绕绩效计划、实施、评估、改进四个基本环节提出了政府环境绩效管理的基本模式。在分析我国政府环境绩效管理的现状和存在的问题的基础上,对促进我国政府环境绩效管理的开展提出了四点建议:①加强基础理论研究;②增强党政领导对环境绩效管理的认识;③加强政策引导,建立并逐步完善相关法律法规;④借鉴国外经验,积极探索实践。
China is now facing a serious situation of environmental protection;'Historical Transitions' can not be reached in one step,and it is necessary to explore new theories,methods and practices.As a new management mode,environmental performance management is advanced to a certain extent,and its application in the field of government environmentel management deserves to be discussed.Based on argument of the related conceptions of government environmental performance management,we proposed the basic mode of government environmental performance management which included four elements of performance plan,implementation,assessment and improvement.After analyzing of the status and problems of China's environmental performance management in government,four suggestions for improvement were proposed: ① strengthen research on basic theories,② enhance the awareness of government leaders on environmental performance management,③ enforce the policy guide,and establish and complete the regulation system,and ④take foreign experiences for reference,and practise actively.
