摘要
本文以科研产出量(如论文、成果等)为参量构造指标体系来评价科技人员科研绩效,运用层次分析法确定了指标权重,建立了科研人员绩效评价模型。该模型在评价上侧重反映的科研绩效主要表现为绝对数量为特征的个人能力和水平,通过综合评价和分类排序突出可比性,从而为科研管理决策部门在评价、选拔优秀科技人员以及在研究分析学科专业、人才分布特点和状况方面提供可靠的数据和手段。
A method to evaluate the sci - tech research achievements of the scientific and technical researchers is put forward, taking the norm system constructed by the number of scientific results(for example,papers or achievements,etc.).The theory of Analytical Hierarchy Process(AHP) is used to confirm the target;the model evaluating the scientific research achievements of the scientific researchers is built up.The method paid attention to evaluation of the personal abilities and achievement levels by the absolute values.The comparability is emphasized by synthetically evaluating and classified queuing to provide reliable data and methods for decision departments to select the outstanding scientific researchers,analyze the characteristics of specialties, and the distribution of researchers.
