西部民族地区可持续发展战略研究

A Study on the continuable Development Strategies in the Ethnic Groups Regions of Western China

在西部民族地区实施可持续发展战略，是我国和地区长期发展战略的必然选择。本文以西部民族地区为切入口，首先分析了西部民族地区在我国持续发展中的地位，指出该地区的可持续发展对于祖国边疆稳定、生态可持续性及资源合理开发都具有重要的战略意义；其次讨论了西部民族地区可持续发展面临的问题，包括与全国和东部地区的“发展缺口”的扩大、贫困、区域开发成本高、资源的非持续利用和生态环境损害严重等，最后提出了以制度创新、人力投资、基础设施建设。

The present continuable development strategies adopted in the ethnic groups regions in west China has been a natural result of the explorations in these areas. This paper deals with the importance of these strategies in the development of the frontiers of the country as well as the ethnic groups regions .Some of the problems have also been discussed in carrying out these strategies.
