ECONOMIC IMPACT OF RURAL SURPLUS LABOUR TRANSFER AND STRATEGIES OF ACHIEVING POSITIVE TRANSFER

随着我国经济改革的深入 ,农村剩余劳动力转移已成为历史的必然。农村剩余劳动力转移 ,对我国城乡经济的发展既有积极作用 ,也有消极影响。为此 ,应采取切实有效的政策措施 ,如国内的宏观协调和组织 ;发展乡镇企业和第二、三产业 ,进行农业内部转移和农村内部转移等 。

With the deepening of our country′s economic reform,rural surplus labour transfer has become histori- cally necessary.The transfer is playing both positive and negative roles in our urban and rural economic develop- ment.Therefore,effective measures ought to be taken to achieve positive transfer of rural surplus labour,for ex- ample,dom estic m acrocoordination and organization;the developm entof township enterprises,secondary and ter- tiary sectors;the achievement of internal transfer within agriculture and the countryside.
