Abstract The basic factors affecting the U.S. China policy-making should be analyzed within the framework of America's global outlook. Most U.S. strategists know little about China because they are experts in European, former Soviet Union or Middle-Eastern affairs. But they have, after all, founded a theoretical framework with a view of global grand strategy in their analyses and researches of the above regions. Looking ahead to the Sino-U.S. relationship at the turn of the century, the author believes that the ups and downs before and after 1989 will no longer be repeated. The Sino-U.S. coordination is creating a model of coordination between powers, i.e., developing strategic common grounds between two states with different values. Theoretically this model is very enlightening, but the enormous difference between China and America leads to the difficulties in building the model.
