Pearl River Delta: the Position and Function of Local Government in the Economic Development

改革开放以来，地方政府由上传下达的中转机构演化为国家经济管理的一个层次和组织地方经济活动的主体。就第一层次而言，珠三角各级地方政府坚持经济管理体制的改革与创新；就第二层次而言，珠三角各级地方政府根据本地区的实际主导地区经济发展。珠三角在十多年的发展中形成了地方政府主导型经济发展模式。在这种模式中，地方政府的地位举足轻重，作用得到了充分而有效的发挥，但珠三角地区九十年代以来的发展也遇到了诸多挑战。如何迎接这些挑战则成为珠三角各级地方政府的重要课题。

Abstract Ever since 1979 , instead of transferring information between the central government and the local organizations , the local governments has been playing a more important role in macro-economic control as well as local economic operation. On the one hand, the local governments in the Pearl River Delta keep on reforming and inno- vating the system of economic management. On the other hand, they have been orga- nixing the local economic development in accordance with the actual situation. During the past years, the Pearl-River-Delta Model came into being, in which the local gov- remnants serve as the. leaden role in the process of economic development and functions successfully and efficiently. Since 1990, the Pearl River Delta is encountered a lot of new problems as well as competitions from other areas. The local government may make great efforts to smooth these out in the near future.
