The public governance theory is not only the substitute for the public administration,but also the outcome of all branches of society science development. Its great feature is different from the government. it stresses the multiplicity of the governance body and the governance way. This is more significance for studying the public goods providing. The conclusion is breaking the monopoly providing by Government and carrying out the different bodies and different ways in public goods. This will be beneficial for improving the quality and amount of the public goods.
