Integrative Construction of Agriculture and Eco-Environment Policy

分析中国农业与生态环境政策的发展现状,基于当前农业政策对生态环境的负效应以及现有生态环境政策在农村适用的局限,从整体性的视角来看待农业发展与生态环境保护这一关系,建构农业与生态环境政策一体化。主要从坚持可持续发展原则、秉承生态文明理念、贯彻"引导性"与"自主性"相结合的政策导向3个途径来实现农业与生态环境政策一体化的构建。

The developing status of agriculture and eco-environment policy was analyzed.According to the negative effects of current agriculture policy on eco-environment and the limitation of present eco-environment policy in countryside,the relationship between agriculture and eco-environment should be viewed from the vision of integrity,and construct integrative agriculture and eco-environment policy.The integrative construction of agriculture and eco-environment policy could be realized by 3 pathway including insisting to the sustainable development principle,obedience to ecosystem civilization principle,and implementing the policy of combining 'guiding' and 'autonomy'.
