公共政策的本质不是对全社会的价值分配，而是利益分配，政府通过选择、综合、分配、落实利益，实现政府目标；解决市场经济中的效率与公平，要靠两种机制：市场机制主要解决效率，（公共）政策机制主要解决公平；事实与价值的有机结合，是公共政策分析的基础。

n this paper,the author argues that the nature of public policy is not so much distributingof value as that of interest.Then the author puts forward ,for the developed market economy,two kinds of mechanism are appied to solve the problems :efficiency and fairness,respectively。At the end of the paper, the basis of policy analysis is also discussed with the emphasis on thecombination of fact analvsis' and value analvsis'.
