摘要
城市轨道交通有着显著的社会效应和外部效益,轨道交通建设促进沿线土地增值的机理,已被理论和实践所证明。将城市轨道交通产生的土地增值通过市场和政策的手段更多地成为解决城市轨道交通建设筹资的有效办法。南京地铁通过运作沿线的土地开发,为这一思路提供了成功案例。
Urban rail transportation has promi-nent social effect and external benefit. It has beentestified both in theory and in practice that urbanrail transportation can contribute to the increase ofthe land value along the rail lines. The added landvalue brought out by urban rail transportation canbe transformed to the added land revenue of thegovernment, so as to achieve rational allocation ofthe value-added profit from the land along the raillines. This can be an effective means of financingfor construction of urban rail transportation. NanjingMetro is developing the land along the line and isproved to be a successful case by this means.
