海峡两岸远洋渔业合作发展战略探析

On cross-strait cooperation and development of pelagic fishery

远洋渔业是两岸渔业的重要组成部分,也是未来两岸渔业发展的重要方向之一。目前两岸远洋渔业界已开展了卓有成效的民间层面的合作,惠及两岸远洋渔业从业人员。然而,现有合作远不能满足两岸远洋渔业进一步发展的现实需求。目前两岸远洋渔业在捕捞技术、海外基地、营销网络,以及渔获储藏加工等方面呈现优势互补状态。而且,两岸直通、大陆对台渔业优惠政策及两岸经贸密切协作也为两岸远洋渔业的深入交流合作奠定了基础。鉴于此,两岸远洋渔业应基于双方优势互补特点,充分利用现有利好政策,由两岸海协会与海基会牵头,通过成立两岸远洋渔业有限责任公司,深化两岸远洋渔业在捕捞技术交流、船队资源整合、渔工输出、海外基地共建共享、IUU渔业共管、国内市场开拓等方面的深入合作。

Pelagic fishery is not only one important part of cross-strait fisheries,but also one important direction of the future development of cross-strait fisheries.At present there has been good cooperation between cross-strait pelagic fisheries in the folk level,which is good to the relating fishery employees.However,the present cooperation can not satisfy the realistic demand of the further development of cross-strait pelagic fisheries.Now Cross-strait pelagic fisheries have complementary advantages in fishing technology,overseas bases,market network,and fish storage and processing after unloading.Furthermore,cross-strait direct links,the fishery preferential policies of the mainland to Taiwan and cross-strait close trade cooperation have laid good foundation for the deep exchange and cooperation of cross-straits pelagic fishery.In view of this,cross-strait pelagic fisheries shall make full use of the existing preferential policies to establish the Cross-strait Pelagic Fishery Co.LTD on the basis of the characteristics of the complementary advantages for both sides, and under the leadership of Straits Exchange Foundation and Association for Relations Across the Taiwan Straits,in order to deepen the cooperation of cross-strait pelagic fisheries in fishing technology exchange,fleet resources integration,fishermen output,overseas bases sharing,joint management of IUU fishing,domestic market development and so on.
