Characteristics and Enlightenment of Study Program Accreditation in Russia

在俄罗斯高等教育评估制度中,由法律层面制定国家教育标准和明确教育评估方式,保证了教育评估活动及其标准的法律依据与执行规范。俄罗斯国家公共认证中心开展的高校专业认证标准,具有注重内部质量保障体系的有效性、实施以学生为中心的教育、强调教育国际化、注重信息化建设及信息公开等特点。专业认证过程中专家遴选、专家手册、评议方式、认证报告、行为准则等规范性文件保证了认证结果的公正性和公信力。这对我国提高教育评估专业化水平,推进教育改革发展具有重要的借鉴意义。

The Russian higher education standards and evaluation methods have been regulated by the relevant laws. Thus, the discipline accreditation of high education holds the legal basis, and the normalization for the activities of education evaluation can be assured. National Center of Public Accreditation(NCPA) of Russia has cond ucted the program accreditation. NCPA's standards have the following characteristics: paying attention to the capacity of the internal quality assurance system, focusing on students learning, emphasizing on the internationalization, stressing informatization system coustraction and information opening. The normalized process which includes the careful selection of experts, specific guidelines for the experts, strict code of conduct, scientific methods and evidence-based reports has contributed to the impartiality and credibility of evaluation. This is not only useful for the improvement of the professional capacity of education evaluation in China, but also valuable for the advancement of the education reform and development in China.
