摘要
本研究比较分析了美国研究理事会组织的博士点评估、英国高等教育资助委员会组织的科研评估、中国教育部学位与研究生教育发展中心组织的一级学科评估的基本特征,并认为在实施我国一级学科的评估过程中,可借鉴美国、英国较为成熟的评估经验,进一步规范评估组织和过程,继续采用量化评估和同行评估相结合的方式,逐步实现评估指标的转变,评估内容应兼顾人才培养和社会服务功能,评估结果慎重与政府拨款挂钩。
Based on the comparative analysis of PhD.ranking organized by the National Research Council in the USA,RAE&REF organized by the Higher Education Funding Council in the UK,and discipline ranking organized by the Academic Degrees & Graduate Education Information Center in China,it generalized the basic features.With the experience of the USA and the UK,it proposed some suggestions for the implementation of discipline ranking in China.Discipline ranking in China should standardize the assessment organization process,integrate bibliometric method and peer review,develop more effective criteria index,balance the criteria of instruction and research influence.Besides that,the government agencies should be careful when applying the assessment result to funding distribution.
