摘要
为了能够在众多配电网工程项目中实现有效的投资决策引导,并确保投资分配的合理性,提出了基于项目库的配电网建设与改造项目评价体系及决策优化方法。首先,从项目实施效果和项目施工影响2个角度出发,构建科学合理的配电网建设与改造项目评价体系;其次,根据项目库随机生成项目集,建立以项目集的决策值最大为目标函数的数学模型,并以投资总额和投资分配比例为约束条件;最后,采用遗传算法求解模型得到最优项目集。通过实际配电网算例分析,验证了该模型和算法的有效性和实用性。
In order to provide the effective investment decision-making guidance for numerous distribution network projects and ensure rationality of the investment allocation,this paper proposes an evaluation system and an decision-making optimization method for distribution network construction and innovation projects Firstly,from perspectives of both project implementation effect and project construction,a scientific and reasonable evaluation index system is constructed. Secondly, the project group is randomly generated based on the project library,a mathematic model is built,with the maximum decision-making value of the project group as the target function and with the total investment and allocation proportion as cons-traints. Finally,genetic algorithm is used to solve the model to get the best project group. The practicality and effectiveness of the proposed model and method is verified through the analysis of a practical example.
